31. Deputy Aindrias Moynihan asked the Minister for Transport to provide details of the number of applications received under the electric vehicle (EV) scrappage pilot scheme, per county, and by urban and rural, in tabular form; the average pricing of EV vehicles being purchased under the pilot scheme; and if he will make a statement on the matter. The data provided below is the total number of scrappage grant applications processed by the SEAI grant application system on 1 July 2026. In line with other grant programmes, there is usually a rate of grant drop out between application and payment stages. A decision was taken to add a small additional capacity to the grant scheme to allow for this, ensuring available grant funding is utilised to its fullest extent.

A total of 2,060 applications were received, comprising of 720 urban city applications and 1,340 rural applications. Four city applications were later cancelled due to the incorrect information supplied at time of application. The CSO Census 2022 boundary definitions of “urban city” areas were used to determine whether an applicant was classified as rural or urban.

Detailed analysis of applications received, including geographic breakdowns and vehicle purchase information, is ongoing. A comprehensive evaluation of the pilot scheme will be undertaken to assess its overall impact and the effectiveness of scrappage as a policy tool.

Factors to be considered as part of the evaluation include overall uptake, the rate at which available funding is drawn down, the characteristics of vehicles being scrapped (including their age and mileage profile), the characteristics of electric vehicles applied for under the scheme, and participation across different geographic areas. The findings will help inform consideration of any future measures to support the transition to electric vehicles.
