242. Deputy Ken O'Flynn asked the Minister for Transport the breakdown, by age category of rider and by Garda region, of the 837 fixed charge notices issued for e-scooter offences since the legislation came into effect in May 2024; the number of these notices issued to riders under the age of 16; the number of repeat offenders identified; and if he will make a statement on the matter. As Minister of State for International & Road Transport, Logistics, Rail & Ports, I wish to advise that the Department of Transport’s remit in respect of e-scooters is limited to legislation providing for the legal use of e-scooters on Irish roads. These regulations specify that any e-scooter user must be 16 or older.

Enforcement of the legislation is, as for all road traffic law, under the remit of An Garda Síochána, who have the power to issue fixed charge notices and seize e-scooters operated by any person under the age of 16. The Deputy may therefore wish to address this question to my colleague, the Minister for Justice, Home Affairs and Migration.
