My Department has been engaging with the Office of Parliamentary Counsel to draft the necessary legislation required to bring forward the legal framework to provide for privately owned electricity infrastructure. Introducing this regime is a priority for this Government. The Joint Committee on Climate, Environment and Energy published their Pre-Legislative Scrutiny Report at the end of April and my Department are considering the recommendations of the Committee as part of the drafting. It is my intention that the Bill will have completed its passage through the Oireachtas as early as possible this year.

Regarding the threshold for a new grid based solution not being available to potential projects, this will be considered in the development of detailed criteria for the granting of authorisations and licences for privately owned electricity infrastructure.
