Deputy Eoghan Kenny asked the Minister for Education and Youth whether her Department has examined the introduction of a centralised admissions system for school places similar to that operated in Northern Ireland; whether any feasibility study or policy review has been undertaken; and if she will make a statement on the matter. In response to the challenges faced by parents, pupils and schools in managing the annual school admissions process and a commitment in the Programme for Government, my Department is working towards a nationwide common application system. As a first step, the Apply to School pilot scheme was launched in October 2025 for the 2026/2027 admissions cycle. The pilot was introduced for 15 post-primary schools in five school planning areas namely Athenry, Celbridge, Clonakilty, Greystones, and Tullamore_Killina. Detailed post-project evaluations with the schools who participated in the pilot have subsequently been completed. Apply to School received very positive feedback, obtaining an 80% customer effort score and contained some helpful recommendations around the direction of travel for increased system functionality. For October 2026, the pilot with enhanced functionality is being expanded to ten school planning areas by adding a new adjacent area to each of the original five areas.

While the rollout of the pilot Apply to School system for schools and the feedback received from parents and schools provides invaluable insight, the department has also examined centralised and coordinated admissions models operated in other jurisdictions, including Northern Ireland, as part of its ongoing work to develop a national Common Application System. This examination is ongoing and has been undertaken with careful regard to the specific characteristics of the Irish education system, including its patronage structure, the operational framework for school admissions, and its constitutional and legislative context, which differ in important respects from those in other jurisdictions. The learning from the pilot Apply to School system at post primary level and international comparators is informing the Department's approach, while recognising that any system introduced in Ireland must be designed to reflect Irish circumstances rather than transposed directly from elsewhere.
