I propose to take Questions Nos. 1807, 1827, 1828, 1829, 1833, 1834, 1932, 1933, 1934, 1961 and 1962 together.
The Interim Remediation Scheme ('Scheme') has been in place since December 2023, to provide an acceptable level of fire safety in buildings pending introduction of the Statutory Scheme and completion of the full remedial works.
The Scheme is for the funding of emergency fire safety defect works in apartments and duplexes constructed between 1991 and 2013.
As of the end of August 2026, 293 applications to the Scheme have been validated, having met the required eligibility criteria. These applications represent 25,947 residential units, with circa 75% in the Dublin region.
Applications are validated only where the eligibility criteria and documentary requirements of the Scheme have been met. Applications that do not satisfy the Scheme's eligibility requirements or supporting documentation requirements do not progress to validation.
The Scheme does not provide for a formal appeals mechanism in respect of applications that do not satisfy the eligibility requirements. However, applicants may submit additional information or documentation to the Housing Agency where this may assist in establishing eligibility under the terms of the Scheme.
As the Scheme is administered in accordance with approved eligibility criteria, there is no discretion to approve applications which do not meet those criteria. All applications must be assessed consistently and in accordance with the requirements of the Scheme.
The management and operation of the Scheme, including application processing, eligibility assessments and engagement with applicants, is a matter for the Housing Agency. Details on individual applications are not held by my Department. The Housing Agency is responsible for the administration of the Scheme and the associated operational data.
Elected member queries regarding individual applications may be addressed to the Housing Agency at oireachtas@housingagency.ie
I expect to be in a position to publish the Apartment and Duplex Defects Remediation Scheme Bill this year, and the statutory scheme will be in place shortly thereafter. It is envisaged that 100% of eligible remediation costs will be funded. Eligibility will be determined by reference to the scope of the scheme as approved by Government and the statutory scheme will contain a formal appeals process.
