I propose to take Questions Nos. 2182, 2183, 2184 and 2648 together.

The rapid build programme has delivered 654 homes at 11 sites nationwide which are providing temporary accommodation for just over 2,600 people fleeing the war in Ukraine. Together, the two sites in Co Cork, referred to by the Deputy, comprise a total of 130 units designed for families of four, with 64 units at Ballinure Way in Mahon and 66 units at Charleville. These rapid build sites have a combined maximum occupancy of 520 people and there are currently no vacant units.

A licence agreement is signed by each adult occupant allowing them to remain in their allocated unit while the Temporary Protection Directive (TPD) is in force. Residents must adhere to the conditions of the agreement and fulfil satisfactory annual unit inspections undertaken by the Approved Housing Body, Tuath Housing, who manage all rapid builds across the 11 sites. At present, the licence agreements are dated to 4th March 2027. Now that the TPD has been extended to 4th March 2028, these licenses can be extended on expiry of the current license period.

Contributions are payable at a rate of 16% of income plus a flat fee of €40 per household per week towards utility costs. The same contribution is payable at all rapid build sites and there has been no change in the contribution percentage or utility amount since the sites were initially occupied. These contributions are offset against the management costs of the sites.

The rapid build sites fall outside of the scope of the commercial accommodation wind down and, subject to meeting license conditions, current rapid build residents will not be required to vacate this accommodation until the end of the TPD.

Rapid build residents will be able to apply for the new Temporary Protection Transitional Scheme when the application process becomes available. In order to meet the conditions of the scheme, however, they must first surrender their unit and leave state-provided accommodation. This same requirement also applies to those in commercial accommodation.
