Deputy Emer Currie asked the Tánaiste and Minister for Finance if his Department has undertaken economic or Exchequer revenue modelling of the abolition of the eight-year deemed disposal regime for investment funds and ETFs and its replacement with taxation on actual disposal; if so, the estimated Exchequer impact over ten, 20, 30 and 40-year periods; and the principal assumptions underpinning such modelling (details supplied). View answerThe tax revenue arising from the taxation of investment funds and life assurance policies, including the deemed disposal rule, was examined in the context of Budget 2026 and is continuing to be examined. The information available to Revenue does not allow them to isolate the tax returned due to the deemed disposal rule from other events which give rise to a tax liability. While due to data constraints it is not possible to provide a definitive cost for the removal of deemed disposal, estimates prepared for Budget 2026 were approximately €142 million in the year of removal. Future impacts on the Exchequer would require data on future returns, future investment decisions and future market conditions.
My officials continue to examine whether other data sources may assist in terms of refining an estimated cost to the Exchequer of a change to the deemed disposal rule.
