102. Deputy Réada Cronin asked the Minister for Housing, Local Government and Heritage the number of homes the Government expects to be completed in 2026, 2027, 2028, 2029 and 2030 respectively under the target to deliver 300,000 homes by 2030; if he will provide breakdown in tabular form; and if he will make a statement on the matter. Increasing the supply of new homes is critical to alleviating pressures in the housing market – in this regard, supply has increased significantly over recent years. Over the last five years, to end Q2 2026, more than 156,600 new homes have been delivered. This compares with 87,819 in the previous five-year period and just 29,855 in the five-years before that (Q2 2012 – Q2 2016).

Over 32,000 new build social homes have been delivered between 2022-25 and it is planned to deliver an average of 12,000 new social homes per annum over the lifetime of the current housing plan.

Last year, 17,757 supports were delivered through the Starter Homes Schemes. This represents an increase of 21% compared to the 14,604 supports delivered in 2024. The Government target is 15,000 supports annually, between 2025 and 2030, under the new Housing Action Plan.

Together with the significant potential in the delivery pipeline, this shows we are clearly on track and addressing the scaled up approach now required.

The Government's housing plan, Delivering Homes, Building Communities, seeks to build on this momentum and enable delivery of at least 300,000 new homes by 2030. The Government’s target is based on a realistic, broad assessment of the housing system, including factors such as population growth. As outlined in the plan, 300,000 homes is a baseline target, not a ceiling, and will be a cumulative result of the number of homes delivered during the lifetime of the plan.

The Government has a range of schemes aimed at making renting or buying more affordable for middle-income earners and first-time buyers who are who may find it difficult to purchase or rent on the open market. The new housing plan aims to provide 90,000 affordable supports to help people this cohort. in tandem, the plan aims to deliver 72,000 new social homes over the course of the plan.

My Department does not forecast new housing completions for a particular year, however, delivery in 2026 is likely to be strong. My Department continually monitors developments that may impact delivery to ensure we buttress supply into 2027 and 2028 appropriately. New measures under Delivering Homes, Building Communities continue to bed in throughout 2026 in order to enable the scale up in delivery required by 2030.

The plan is focused on activating land and creating the optimal environment to encourage housing activity – including regulatory reform, tax incentives and the largest ever capital investment in the history of the State, with €275 billion invested in infrastructure over ten years through the National Development Plan. The unprecedented level of investment Government have committed, will bring about a very significant scale up in the delivery of housing over the coming years while also supporting the development of villages, towns and cities across the country.

While it is important to acknowledge the very significant challenges ahead, it is equally important to highlight that a continued level of intensity of effort will be ongoing to reach the scale required to meet our shared goal of 300,000 new homes by 2030.
