Final amendments should be sent from a Member's Oireachtas email to the Bills Office, although Members and their staff may complete the steps to draft an amendment.
Amendments that could have the effect of imposing or increasing a potential charge on the people or "the revenue" may only be moved by way of Government amendment.
How to submit
Compile all amendments into a Microsoft Word document in order, according to their page and line numbers. It is important that Members submit all their amendments together in one document to avoid misunderstanding, mistakes and duplications.
Email the final list to Bills Office before the deadline. If there are any amendment co-sponsors, their names should be included in this email.
If Members have missed the deadline they should contact the Ceann Comhairle, who may in exceptional circumstances grant an extension.
White list
The Bills Office may edit, duplicate and change the location of amendments if required. The Bills Office will endeavour to provide white lists of amendments for the information of Members. This allows Members see how their amendments have been formatted. However, during periods when there is an increased legislative workload, the Bills Office may not be able to circulate white lists due to time constraints.
Numbered list
The Bills Office will circulate a numbered list of amendments in advance of the debate on the Bill. A numbered list is the finalised list of amendments which have been submitted, ordered sequentially, including amendments ruled out of order.
Grouping list
Similar amendments may be grouped together in order to reduce repetition in debate. Grouping lists will be issued in advance of the Bill being taken and copies will be available in the Chamber.
