Deputy Matt Carthy asked the Minister for Health if the home-based treatment team in Cavan Monaghan Mental Health Service operates a specific discharge safety plan; if such a plan mandates active service user participation and-or the participation of family members and interested third parties; and if she will make a statement on the matter.
