Deputy John Paul O'Shea asked the Minister for Housing, Local Government and Heritage if landlords who improve BER ratings for existing tenants will continue to be able to seek increases to market level rent rates following the implementation of the Government’s new rent control measures; and if he will make a statement on the matter. The General Scheme of the Residential Tenancies (Amendment) (No.2) Bill 2025 is currently being developed. The exemptions from current rent increase restriction in Rent Pressure Zones (RPZs) under the Residential Tenancies Acts 2004 to 2024 will inform the development of the impending General Scheme and the drafting of the upcoming Bill.

The substantial renovation and refurbishment of rental dwellings is to be welcomed to benefit tenants, landlords and the environment.
