574. Deputy Naoise Ó Cearúil asked the Minister for Housing, Local Government and Heritage the measures being taken to control costs and prevent overruns in the greater Dublin drainage project. [71510/25]
View answerThe Greater Dublin Drainage Project (“GDD”) is a critical project to provide for growth in the Greater Dublin Area (GDA). It will provide wastewater treatment and network capacity to support the long term sustainable growth of the GDA and to ensure treatment of wastewater remains compliant with the requirements of the Urban Wastewater Treatment Directive.
Uisce Éireann has statutory responsibility for all aspects of water services planning, delivery and operation at national, regional and local levels. The scope, prioritisation and progression of individual projects and expenditures is a matter for Uisce Éireann, and is approved through its own internal governance structures. I have no role in relation to day to day capital or operational matters.
However, Uisce Éireann is also subject to the Infrastructure Guidelines, which sets out the value for money guidelines for the evaluation, planning and management of public investment project.
The GDD is currently at Approval Gate 2 of the Guidelines which relates to the Detailed Business Case and Procurement Strategy.
The project will be brought to Government for approval at Approval Gate 3 – Final Business Case in due course, which will include the full cost of the project following procurement and the measures for ensuring the project is delivered on time and in accordance with budget.
