778. Deputy Cathal Crowe asked the Minister for Housing, Local Government and Heritage to give an update on Action 2.8 of Delivering Homes, Building Communities 2025-2030; and if he will make a statement on the matter. [11757/26]

The Housing Finance Agency (HFA) facilitates the delivery of social, affordable, and student housing in Ireland by providing finance to Local Authorities, Approved Housing Bodies, and Higher Education Institutions, and by supporting customers with its financial expertise.

The HFA’s borrowing capacity is set in legislation by the Housing Finance Agency Act 1981, as amended and its Statutory Borrowing Limit (SBL) was recently increased from €12 billion to €13.5 billion in the Housing Finance Agency (Amendment) Act 2025.

Action 2.8 of the new Housing Plan, Delivering Homes, Building Communities, commits to "Increase the borrowing capacity of the Housing Finance Agency to the levels required, in line with housing delivery projections and overall levels of Government borrowing for it to fulfil its significant role in supporting the delivery of new social, affordable and student homes."

The HFA is currently developing its new corporate plan, which will, amongst other things, reflect its funding expectations to various delivery partners over the coming years, supporting the ambition outlined in the new Housing Plan. Upon receipt of the HFA’s new corporate plan, my Department, together with the Departments of Finance and Public Expenditure, Infrastructure Public Service Reform & Digitalisation and advised by New ERA, will consider any request that may be forthcoming from the HFA Board to increase its borrowing capacity to the levels required, in line with housing delivery projections, so it can fulfil its important role in supporting the delivery of new social, affordable and student homes.
