779. Deputy Cathal Crowe asked the Minister for Housing, Local Government and Heritage if the Housing Finance Agency has plans or policies to cap or limit borrowing available to specific approved housing bodies (AHBs) or the AHB sector in general; and if he will make a statement on the matter. The Housing Finance Agency (HFA) is an independent State Body under the aegis of my Department, with a highly experienced Board and Senior Management Team.

While my Department regularly engages with the HFA on matters of corporate governance, the question relates to an operational matter for the HFA.

The overall HFA Statutory Borrowing Limit (SBL) requires Ministerial consent as set out in S.10 of the Housing Finance Agency Act 1981, as amended. The consenting Ministers, myself, the Minister for Finance, and the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, advised by New ERA, consider in detail any proposals submitted by the HFA seeking consent to increase the SBL. However, it should be noted the individual limits of exposure to the AHB sector or individual AHBs is a matter for the HFA and its Board.
