171. Deputy Eoin Ó Broin asked the Minister for Climate, Energy and the Environment the engagement he has had with other Ministers on the subject of National and Regional Partnership Plans (NRPPs) and the role of civil society; his views on the potential role of energy communities and including them on monitoring committees that will be set up to oversee the implementation of the NRPPs; and if he will make a statement on the matter. The National and Regional Partnership Plans (NRPP) Regulation is part of the European Commission's package of legislative proposals for the EU Budget Multiannual Financial Framework 2028-2034 which were published in July and September of 2025.

The current draft of the NRPP Regulation provides for a central role for civic society and for each Member State to organise and implement a comprehensive partnership in accordance with its institutional and legal framework. The draft NRPP Regulation also requires civil society partners are involved in the preparation of the Plan and throughout the preparation, implementation and evaluation of chapters, including through participation in monitoring committees.

My Department will continue to monitor the progress of these negotiations.
