182. Deputy Barry Heneghan asked the Minister for Transport if his attention has been drawn to concerns that blind and visually impaired taxi users may incur higher fares where drivers rely solely on satellite navigation rather than following directions provided by the passenger, resulting in unnecessarily longer journeys; whether guidance, safeguards or complaints mechanisms are in place to protect passengers in such circumstances; and if he will make a statement on the matter. The regulation of the small public service vehicle (SPSV) industry, including compliance and enforcement, is a matter for the independent transport regulator, the National Transport Authority (NTA), under the provisions of the Consolidated Taxi Regulation Acts 2013 and 2016. I have no role in the day-to-day operations of the SPSV sector.

Under section 23(3) of the Taxi Regulation Act 2013, unless otherwise requested by the passenger, taxi drivers must complete the journey by taking the shortest route, where practical, or the most convenient route with the consent of the passenger. Failure to comply with this requirement, without reasonable cause, is an offence and the offending party is liable on summary conviction to a class C fine (€2,500). NTA authorised persons are empowered to issue fixed payment notices (FPNs) for this offence under section 48 of the 2013 Act.
