The -3% General Government Balance-to-GDP EU fiscal rule is BROKEN first in the year 2049 (at -3.41%). The 60% Debt-to-GDP EU fiscal rule is NOT broken by the end year 2054.

The ratio of gross debt to modified gross national income (GNI*) is calculated as Ireland's total public debt divided by GNI*. GNI* measures the total size of the Irish economy with an adjustment for the globalisation effects, such as those caused by the activities of multinational corporations. The figures up to 2030 are based on the Budget 2025 forecasts and the PBO's assumption that the market interest rate will remain around between 3% and 4%; those from 2030 onwards are placeholder values to allow for comparison in the long term between the baseline and a scenario created by user inputs.
