101. Deputy Barry Ward asked the Minister for Education and Youth the position regarding the flexible working and remote working policies in place for staff that work for any agencies under the remit of her Department; if there is any discrepancy in these policies based on seniority; if this policy is under the control of the agency itself or if it is directed by the Department; and if she will make a statement on the matter. Responsibility for the day-to-day implementation of flexible and remote/blended working arrangements is an operational matter for each aegis body, having regard to applicable legislation, Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation instructions/guidelines, the Blended Working Framework, and its own operational, business, and service delivery requirements. As previously outlined, where flexitime applies, it may not be available to all grades. Other flexible, remote, or blended working arrangements are determined based on the suitability of specific roles, subject to organisational needs and the requirement to maintain effective service delivery, rather than on the basis of seniority.
