OWL programme

The Oireachtas Work Learning (OWL) training programme

This OWL Trainee Programme is an applied, or work based, learning programme for young people with intellectual disabilities. It is run in the Houses of the Oireachtas with partners KARE, WALK and City of Dublin Education and Training Board. It offers a 10-month programme to a group of young people from Kildare and Dublin areas.

Over the course of the programme, the young people engage in various different tasks, projects and work experiences in the houses of the Oireachtas, in addition to completing a QQI training programme.

This group of young trainees are currently having experiences in the Journals Office, Facilities Team, HR and outside of the Oireachtas, some have had opportunities in the Department of Agriculture and Department of Finance.

This is award-winning programme and continues to develop and adapt to the needs of the young people it recruits each year. To continue to be successful and visionary, the OWL Programme, with its partners, is constantly looking at ways of staying fresh and relevant to the ever-changing workplace.

The OWL graduate programme

Since its beginnings in 2018, 37 young people have graduated from the programme.  They have gained life experiences and essential skills to help them develop in their careers. Those who have graduated have gone into further education, jobs in the civil service and in industry.

These OWL Graduates remain part of the ever-growing OWL network, and are invited to attend events and professional development opportunities in the Houses of the Oireachtas.  This gives them a chance to keep in touch and get support from their peers.

First OWL graduation

The first OWL participants graduated in September 2019. The Ceann Comhairle, Seán Ó Fearghaíl TD, presented the graduates with their certificates at a ceremony in Leinster House.

We in turn also learned from them. They each brought their own skills and experience and added greatly to the work that is done here every day.
