Written Answers. - Shared Ownership Housing Scheme.

38 Mr. Quinn asked the Minister for the Environment when he proposes to clarify the provisions for shared ownership by householders and local authorities; when the regulations will be published; when local housing authorities will be in a position to implement schemes; and if he will make a statement on the matter.

40 Mr. Sherlock asked the Minister for the Environment if he will outline the interest which has been displayed by local authorities and the housing applicants in the shared ownership scheme; the amount of money which will be made available this year and the anticipated take up level this year; when the scheme will come into effect; and if he will make a statement on the matter.

I propose to take Questions Nos. 38 and 40 together.

The operational details of the shared ownership system issued to local authorities on 31 May 1991 and copies of the circular are available in the Oireachtas Library. I have also arranged to have a copy of the explanatory memorandum on the scheme made available to each Deputy.

As stated in the plan for social housing, the full operation of the shared ownership system requires new legislation which is being prepared urgently. However, with the benefit of expert legal advice, arrangements have been devised to allow the administering local authorities, i.e. county councils, county borough corporations and Dún Laoghaire Corporation, to engage in shared ownership transactions under a pilot programme in advance of the legislation. I have authorised these authorities to complete 1,000 shared ownership transactions as part of that programme and each of them should now be in a position to deal with applications within their authorised number of transactions. A high level of interest has been shown in this innovative form of tenure which will help those on lower incomes to achieve full home ownership in stages.
