I move:
That it be an instruction to the Select Committee on Education and Youth on the Education (Student and Parent Charter) Bill 2019 [Seanad], that pursuant to Standing Order 194, the Committee has power to make amendments to the Bill which are outside the scope of the existing provisions of the Bill to provide that Section 13 and Section 29 of the Education Act 1988 be amended for the purposes of:
a) providing a legislative basis, in Section 13, for Department of Education and Youth Inspectors to be appointed to a Section 29 appeals panel; and
b) introducing, in Section 29, suitability criteria for persons being appointed to a Section 29 appeals panel;
and to change the title of the Bill and make other technical and consequential amendments required to take account of the changes above.
