326. Deputy Eoin Ó Broin asked the Minister for Housing, Local Government and Heritage the reason for the delay in granting approval by his Department both for the three Part V units to be purchased by Louth County Council and the 18 turnkey units to be purchased by North and East Housing Association at Clós Émer, Saltown, Dundalk, County Louth; and the reason for the very long delay in granting cost approval for these much-needed social homes. The Capital Advance Leasing Facility (CALF) funding is capital support provided to Approved Housing Bodies (AHBs) by local authorities to facilitate the funding of construction, acquisition or refurbishment of new social housing units. 

With regard to the specific project mentioned, I can confirm that the project has not been submitted to the CALF scheme in my Department, as yet. My Department actively engages with the local authority and the AHB concerned and I understand that the application is currently being reviewed by Louth County Council. If this project is supported by Louth County Council, North and East Housing may submit the completed application to my Department for review and funding approval, once all CALF requirements are met.

The processing time for a valid CALF application is six weeks but it should be noted that my Department endeavours to approve funding applications in a shorter timeframe where possible.
