The National Drugs Strategy sets out a health-led approach to drug use. It promotes a more compassionate and humane approach to people who use drugs, with drug use treated first and foremost as a public health issue.
The reduction of drug-related crime is a matter for the Dept of Justice.
A key focus of the health-led approach is the health diversion programme. The programme will connect participants with health services to provide a pathway to treatment and recovery where there is problematic drug use. It will also allow participants to avoid a criminal conviction, which can have far-reaching consequences for people, particularly younger people. To support the establishment of the programme, the HSE is expanding its capacity to provide SAOR screening and support for people who are found in possession of any drugs for personal use.
The report of Citizens' Assembly on Drugs Use has made 36 recommendations, which span a wide range of issues related to drug use. Recommendation 17 is that the state should introduce a comprehensive health-led response tot he possession of drugs for personal use, in include three objectives of diversion, dissuasion and decriminalisation. A Special Committee of Dáil Éireann and Seanad Éireann, the Joint Committee on Drug Use has been established to discuss the report of the Citizen Assembly on Drug Use and its recommendations.
