Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.
In relation to the particular query raised, as this is a service matter, I have asked the Health Service Executive to respond to the Deputy directly, as soon as possible.

The National Training Fund (NTF) is a dedicated fund established under the National Training Fund Act, 2000 to fund schemes, which are established to:
• raise the skills of those in employment,
• provide training to those who wish to acquire skills to take up employment, or
• provide information in relation to existing, or likely future, requirements for skills in the economy.
Accordingly, the proposal for the use of the Fund from The Rainbow Club does not come within the scope of the NTF.

Is é Clár um Chuimsiú Sóisialta agus Gníomhachtú Pobail (SICAP) mo Roinne, an príomh-idirghabháil cuimsithe shóisialta atá againn sa tír seo. Is clár náisiúnta é a chuireann Cuideachtaí Forbartha Áitiúla ar fáil i gceantair thuaithe agus i gceantair uirbeacha araon, chun cabhrú leo siúd is mó a bhfuil cabhair de dhíth orthu.
Mar is eol don Teachta, mar gheall ar chúinsí nach raibh aon súil leo, leathnaíodh an próiseas soláthair le haghaidh SICAP 2024 -2028 i gContae na Gaillimhe. Is féidir liom a dheimhniú anois gurb é Forbairt Tuaithe na Gaillimhe an tairgeoir ar éirigh lena thairiscint maidir le Clár SICAP 2024 - 2028 a sheachadadh ar Oileáin na Gaillimhe, agus thosaigh sé á chur i bhfeidhm ar 1 Meitheamh 2024. Tá €41,718 de mhaoiniú curtha i leataobh d'Oileáin na Gaillimhe ó Mheitheamh go Nollaig 2024.
Ainmníodh SICAP mar chlár tacaíochta do phobail na n-oileán sa doiciméad beartais 'Ár nOileáin Bheo', agus den chéad uair i stair an chláir tá Cónaitheoirí na nOileán ar cheann de 12 spriocghrúpa ainmnithe, atá le cur san áireamh i SICAP 2024-2028. In éineacht leis seo, caithfidh lucht feidhmithe aon chlár a bhfuil Oileáin acu ina Limistéir Chonartha SICAP a aontú leis an gCoiste Forbartha Pobail Áitiúil ábhartha, go mbeadh buiséad á imfhálú chun seirbhísí a chur ar fáil ar na hoileáin atá ina limistéar.
