261. Deputy Mairéad Farrell asked the Minister for Housing, Local Government and Heritage the supports that are available for persons with disabilities or significant medical conditions (details supplied) whose income exceeds the threshold for social housing in order that they can access affordable housing; and if he will make a statement on the matter. Housing for All sets out the range of actions necessary to increase the supply of housing out to 2030 including 54,000 affordable homes to be delivered by local authorities, Approved Housing Bodies, the Land Development Agency and through the First Home Scheme.

The Local Authority Affordable Purchase Scheme (LAAPS) was introduced to assist first-time buyers purchasing local authority-delivered new homes. This scheme uses an equity share model to give eligible purchasers the opportunity of home ownership at a significant discount.

In addition, the First Home Scheme, supports first-time buyers in purchasing new houses and apartments in the private market through the use of an equity share model, similar to that employed in the Local Authority Affordable Purchase Scheme. The scheme is available nationwide and more information can be found at www.firsthomescheme.ie/.

The issue of mortgage protection in relation to an affordable purchase or any private home is one for the relevant mortgage provider and the banks insurance requirement and is not under the remit of my Department.
