271. Deputy Aindrias Moynihan asked the Minister for Housing, Local Government and Heritage the engagement his Department has had with Uisce Éireann and Cork County Council to date in 2024 in advancing a water scheme (details supplied); if any meetings are scheduled to take place in July; if the approved funding has been drawn down; and if he will make a statement on the matter. There are a number of housing estates across the country that rely on developer provided infrastructure for their water services. These estates have not been taken-in-charge and their water services networks are not, currently, connected to the public (Uisce Éireann) system. The water services infrastructure, provided by the developer of such estates, is more commonly called DPI.

My Department's Multi-annual Developer Provided Water Services Infrastructure Resolution Programme (DPI Programme) has provided funding to assist in progressively resolving issues with DPI in a number of locations across the country. I can confirm that in June 2023 I approved over €3.3 million of funding, under the DPI Programme, to Cork County Council to resolve the DPI issue in the area referenced.

My Department met Uisce Éireann in June 2024 in relation to the progressive resolution of DPI estates nationally. A multi-stakeholder group will be established during 2024 to oversee progress with representation from Uisce Éireann, local authorities, planning authorities and the Department. Separately, the Department will work with Uisce Éireann on the funding arrangements to underpin the process.
