As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport. The National Transport Authority (NTA) has responsibility for the planning and development of public transport infrastructure, including the provision of bus stops/shelters nationally.

BusConnects is a transformative programme of investment in the bus system, providing better bus services across our cities. A key part ofthe BusConnects Dublin Programme includes the construction of enhanced bus stops and shelters across Dublin to align with the redesigned network and Core Bus Corridors.

There is a commitment under the Programme for Government to ensure that public transport operators provide safe and accessible access for all passengers and a commitment to work with local authorities and national bodies to improve public transport options and infrastructure.

IÉ would have a detailed breakdown of the expenditure on specific projects and potentially across specific routes over the period 2016 to date.

The planning, design and construction of the Greenways programme, is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. TII took this role over from the Department in late 2021.

Public Transport

The National Transport Authority (NTA) has responsibility for the regulation of fares charged to passengers in respect of public transport services provided under public service obligation (PSO) contracts.

Under Budget 2025, funding was included for the continuation of popular public transport fare initiatives including the 90-minute fare, the Young Adult/Student Leap Card, and the discounted fares on PSO services, with further provision to extend child fares to include those ages 5-8 years of age which commenced on the 3rd of September this year.

As is the case with all such Budgetary measures, decisions relating to same are a matter for Government which operates within the available fiscal parameters and the medium-term fiscal plan.

I wish to assure you that both Government and the Department remain committed to improving the accessibility, reliability, and affordability of public transport, while safeguarding the financial sustainability of the system in the long term.

The National Transport Authority (NTA) has responsibility for the regulation of fares charged to passengers in respect of public transport services provided under public service obligation (PSO) contracts.

The Department of Transport secured €658.442 million in Budget 2025 for funding for Public Service Obligation (PSO) and TFI Local Link services (an increase from €613.813 million in 2024). As you will be aware, following Government decision, Budget 2025 also included an extension of free travel to children aged five to eight years to State-subvented PSO services, with the application portal formally opening on 3rd of September 2025.

As is the case with all such Budgetary measures, decisions relating to same are a matter for Government which operates within the available fiscal parameters and the medium-term fiscal plan.

Road Safety

280. Deputy Aidan Farrelly asked the Minister for Transport the amount requested, broken down by each local authority, from the safety improvement works grant and specific improvement grant, to include project detail and or name and or location in 2023, 2024 and to date in 2025 [51593/25]

The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from Councils' own resources supplemented by State road grants, where applicable. The initial selection and prioritisation of works to be funded is a matter for the local authority.

On 14th February 2025 I announced an Exchequer investment of €713 million in our regional and local roads across the State which represents an overall increase of over 8% in funding this year. The main focus of the grants continues to be the protection and renewal of the regional and local road network.

As regards the funding allocated to and drawn down by each local authority for regional and local roads from 2023 to 2025, details of the regional and local road allocations, and 2023 and 2024 payments to local authorities are outlined in the regional and local road allocations and payments booklets which are available on the Oireachtas Digital Library.
