In March 2022, Government approved high-level proposals for a National Centre for Research and Remembrance, to be located on Sean McDermott Street in Dublin 1. This Centre will stand as a site of conscience to honour equally all those who were resident in Industrial Schools, Magdalen Laundries, Mother and Baby and County Home Institutions, Reformatories, and related institutions. In addition to a museum and exhibition space, and a garden space for reflection and remembrance, it will include a repository of records related to institutional trauma in the 20th century which will form part of the National Archives.

The masterplan and preliminary business case for the National Centre campus were approved in 2023/24. Planning permission for the development was granted by Dublin City Council in February 2025 and enabling works are now underway at the site.

It is important to note that the planning application relates to the overall, high-level building design and structure. Detail on what will be contained in the main National Centre buildings has not yet been decided and work with survivors and affected persons is ongoing in this regard.

The National Centre Steering Group, which is driving the overall coordinated development of the National Centre, recognises that it is crucial the National Centre project is informed by all relevant stakeholders. The Steering Group held an initial, open written consultation between July and September 2023. This was followed by a series of in-person and one online engagement events between October 2024 and February 2025. The key theme emerging from both rounds of consultation was the need for survivor representation and involvement at all levels of the project.

Following the initial consultation, the Steering Group was expanded to include the Special Advocate for Survivors. In June 2025 the Steering Group published its commitments in response to the further feedback received through the in-person and online engagement sessions. These included commitments to expand the Steering Group to include four survivor representatives; to establish panels of survivors and affected persons to inform the development of the museum element; to the appointment of at least one survivor representative to serve on the National Archives Advisory Council and to a central role for survivors in the governance of the National Centre when it has opened.

An expression of interest process for the positions on the steering group and the museum panels ran during August and September 2025.

An application was received from Cherry Orchard Community Childcare under the Community Construction strand of the Building Blocks Extension Grant Scheme. The service was successful in its progression to next stage, which involves the completion of a legal framework, and includes the signing of a grant agreement.

While the Department can appreciate the service is anxious to commence projects works, it is a condition of the scheme that all contracting requirements and pre-payment conditions must be met in advance of any works commencing.

As the legal framework has not yet been completed, I am not in a position to provide further detail in relation to this case.

Sports clubs or sports organisations may, via the provision of an Afterschool offering, qualify for receipt of Core Funding. However, it is not feasible, in the time allotted to respond to the Deputy’s question, to determine the number of such entities currently in receipt of Core Funding. The difficulty in establishing this number lies in the fact that Core Funding Partner Services are not categorised by typology of organisation, and it will be a time-consuming endeavour to overlay such a typology on the Core Funding data administered by Pobal. We have tasked Pobal with obtaining this data and will furnish same to the Deputy as soon as officials have the response to hand.

The Access and Inclusion Model (AIM) was introduced in 2016 to ensure that children with additional needs or a disability could access and meaningfully participate in the Early Childhood Care and Education (ECCE) programme. As such, AIM is directly linked to ECCE participation and currently applies to children who meet the ECCE age eligibility criteria (i.e. 2 years and 8 months to 5 years 6 months).

In line with a commitment in First 5: A Whole-of-Government Strategy for Babies, Young Children and their Families 2019-2028, an independent evaluation of AIM was undertaken in order to inform an extension of AIM beyond the ECCE programme as well as any potential enhancements to the model.

The findings from the evaluation were published in January 2024 and have informed the phased extension of AIM. From September 2024, AIM was expanded beyond time spent in the ECCE programme for ECCE-aged children. This allows children to access early learning and childcare for up to an additional 3 hours in term and 6 hours out of term.

It is intended that over time, all children with additional needs registered in early learning and care services will have access to supports under AIM. The nature of the supports required for children under the age of 2 years and 8 months will differ from those needed for the ECCE-aged cohort. To address this, officials in the Department are currently designing a tailored model to facilitate the extension of AIM supports to children under the age of three.

The Department leads on cross-government policy to promote gender equality and the empowerment of women and girls.

The Programme for Government, Securing Ireland's Future, commits the Department to publish and implement an updated National Strategy for Women and Girls. The Department is currently working to fulfil that commitment. A stakeholder consultation was completed at the end of 2024. This included a series of in-person consultations with representations from across civil society as well as an online survey which included both civil society organisations and members of the public.

Additionally, in September 2024 the first National Youth Assembly on Gender Equality was convened to attain the views of young people on priorities for inclusion in the new strategy. This assembly was specifically designed to provide young people with an opportunity to discuss how gender inequality affects their lives, explore solutions, and make recommendations that could be integrated into national policy.

An engagement event was hosted in March 2025 by the Department with the support of the National Women's Council to both mark International Women's Day and to provide an update to stakeholders. The findings from the stakeholder consultation and National Youth Assembly event were discussed followed by a prioritisation exercise to help identify potential gaps in the findings and areas for further consideration.

An Interdepartmental Strategy Committee has been formed to oversee the development and implementation of the Strategy. This Committee has been meeting regularly over the past several weeks to further develop strategic actions and ensure the Strategy is underpinned by a whole-of-Government approach.

The Strategy is currently at an advanced draft stage and is anticipated to be completed and published in Q4 of 2025.
