Deputy Carol Nolan asked the Minister for Education and Youth the reason it is acceptable that level 1 needs, as identified and prescribed by qualified professionals, are not recognised within the new NCSE framework; the reason professional reports are no longer required as part of the process; who will determine the needs of a child has under this system; and if she will make a statement on the matter.
