Deputy Paul Lawless asked the Minister for Agriculture, Food and the Marine to provide any formal documentation or statutory basis for the designation of an organisation (details supplied) as a national breeding programme operator; and to clarify the scope and legal authority of this designation. Amharc ar fhreagraThe European Communities (Trade in Bovine Breeding Animals, Their Semen, Ova and Embryos) Regulations 1996 (Statutory Instrument 112 of 1996)(‘the 1996 Regulations’) transposed the Commission Decision 86/130/EC.
The Irish Cattle Breeding Federation (ICBF) was granted approval under these 1996 Regulations as a body competent for the purposes set out in the Annex to the Decision. ICBF carries out the breeding components of the named organisation's activities.
