392. Deputy Brian Brennan asked the Minister for Social Protection the reason the October lump sum fuel allowance payment did not issue to a person (details supplied); the steps that can be taken to issue them with a payment to cover essential fuel costs during cold weather; and if he will make a statement on the matter. Fuel Allowance (FA) may be payable to certain households in receipt of long term social welfare payments. The allowance is subject to a means test and is paid only to those who live alone or with certain exempted people. Only one Fuel Allowance is payable per household.

Entitlement to FA for the person concerned ceased on 17 July 2025 when the Department became aware that their household consists of another person who is receiving a Fuel Allowance with their own Social Welfare payment. In these circumstances, only one Fuel Allowance is payable, this remains in payment to the other FA recipient.

I trust this clarifies the matter for the Deputy.
