Deputy Ken O'Flynn asked the Minister for Health to publish the current national performance against all monthly recruitment KPIs for replacement vacancies and development posts, including the KPI governing the elimination of the 6,852 funded WTE staffing gap reported in September 2025; and to provide the Department’s expected timeline to close this gap. Currently the HSE does not have a KPI against which rates of recruitment are measured. Filling of vacancies is an operational issue and involves filling of other vacancies that arise as a knock-on effect of filling the initial vacancy. Between the normal process of retiring, transferring, leaving and being promoted there will always be unfilled posts.
