387. Deputy Ken O'Flynn asked the Minister for Enterprise, Tourism and Employment the policy instruments available to support SMEs that may have been affected by non-transparent or complex hedging structures in the 2007 to 2012 period; and his intentions to initiate a review of SME credit fairness and contract transparency in light of recent international allegations. My Department supports loan schemes for SMEs.

Under the Credit Guarantee Act 2012 the most recent Scheme is the Ukraine Credit Guarantee scheme which closed to new lending on 31 December 2024.

We also partner with European Investment Banking Group providing loan schemes which are delivered by the Strategic Banking Corporation of Ireland. The Growth and Sustainability loan scheme is currently open to lending.

We also support Microfinance Ireland who provide loans up to €50,000 to SMEs.

The Credit Review is a body under the aegis of the Department of Finance. Its most recent Credit Review Market Commentary Report was published on 18 June 2025.

Separately, the Department of Finance publishes an annual survey of SME credit demand.
