2599. Deputy Matt Carthy asked the Minister for Further and Higher Education, Research, Innovation and Science the priorities of his Department and each agency for which they are responsible in respect of Ireland’s presidency of the European Council; and if he will make a statement on the matter. Preparations for the Presidency are being coordinated across Government, led by the Department of Foreign Affairs and Trade, with input from all Departments, including my Department.

The Presidency policy programme is currently under development and will be determined in accordance with the Government’s EU-level priorities, the EU's Strategic Agenda for 2024–2029, and the legislative programme proposed by the European Commission. The programme for the Presidency will be agreed and published by the Government in June 2026, shortly before the start of Ireland's Presidency term.

Officials in my Department are actively engaging in this process and are working to identify and shape priorities in the areas of Tertiary Education and Research and Innovation.
