285. Deputy William Aird asked the Minister for Transport if he has quantified the potential reduction in daily commuter traffic to Dublin that would result from stronger remote working rights; the associated benefits for road safety, congestion, and emissions; and if he will make a statement on the matter. The Department of Transport published "The Economic Cost of Congestion in the Greater Dublin Area 2022-2040" in 2023. This report uses transport modelling to analyse the economic cost of congestion in Dublin in 2023, and also projects how congestion will evolve over the coming years.

The model considers an ‘alternate future scenario’ which assumes reduced demand due to remote working after Covid-19 pandemic. The costs under the ‘alternate future scenario’ are lower than the costs under the core scenario, approximately 9% lower in 2040. However, the analysis does not consider other associated costs or benefits from stronger remote working rights.
