Ceist:

1255. Deputy Malcolm Byrne asked the Minister for Further and Higher Education, Research, Innovation and Science the systems in place to agree performance metrics of chief executives of agencies within the aegis of his Department; the way in which these are measured; the person or body that carries out the assessment; and if he will make a statement on the matter. The aegis bodies under my Department’s remit are subject to a comprehensive set of statutory and corporate governance obligations. These include adhering to the State Code of Practice (and its supporting appendices), the Public Spending Code, and additional requirements from the Department of Public Expenditure, NDP Delivery and Reform (D/PENDR).

Further, they must comply with all relevant statutory obligations, policies, and processes. My Department has a Performance Delivery Agreement (PDA) and Oversight Agreement (OA) in place with each of its aegis bodies to ensure oversight of agency performance and delivery. These arrangements provide assurance of robust accountability, effective stewardship of resources, and timely project delivery. In addition to the above, my officials have ongoing engagement with officials in aegis bodies, including regular engagement with Chief Executives to review priorities, progress and delivery.

Furthermore, in line with standard corporate arrangements, the CEOs of aegis bodies report into their Chairpersons and Boards, with attendance at Board meetings providing opportunities at regular intervals for the Board to review the performance of the Executive.
