The Secure Tenancy Affordable Rental Investment Scheme (STAR) provides equity investment to support the delivery of Cost Rental homes, which will benefit from secure tenancies under Cost Rental housing legislation and will be let at a minimum of 25% below comparable market rental levels in high demand urban areas. Both private providers and public bodies are eligible to apply for funding to provide cost rental homes under the Scheme.
Since the inception of the Scheme, approval has been granted for funding totalling €312.19m in respect of ten applications for the delivery of 2,422 cost rental units.

The assessment of applications on hand is ongoing. For reasons of commercial sensitivity, details of specific proposals for the STAR Scheme cannot be released. However, my Department can confirm that seventeen applications have not progressed to date under the Scheme. Thirteen of the proposals were from private investors and four were from the Land Development Agency.
