Since the publication of the European Commission’s proposals, Ireland has been actively engaged in negotiations on the proposed National and Regional Partnership Plan (NRPP) framework, through which the next CAP is proposed to be delivered.
My consistent position has been that the CAP must remain clearly identifiable as a genuinely common EU policy, with governance, accountability and delivery arrangements that are workable in practice for farmers and administrations.
I have highlighted concerns that embedding the CAP within the broader NRPP framework could increase complexity in areas such as governance, audit and reporting, and risk diluting the CAP’s distinct character. It is essential that any new framework provides clarity and certainty for farmers, paying agencies and institutions.
Ireland supports an approach that preserves the full CAP toolbox and provides sufficient flexibility for Member States to tailor interventions to national circumstances, while maintaining a strong common framework at EU level.
