330. Deputy Eoin Ó Broin asked the Minister for Education and Youth to provide clarification regarding the refusal of incremental credit to a teacher for previous teaching experience in a private school (details supplied); if the refusal will be reconsidered given the information outlined regarding qualifications and experience; and if she will make a statement on the matter. The terms and conditions of employment of teachers in Ireland who are paid out of monies provided by the Oireachtas are formally agreed at the Teachers' Conciliation Council. This Council is comprised of representatives of the teacher unions, school management bodies, the Department of Public Expenditure, and the Department of Education chaired by an official of the Workplace Relations Commission.

The criteria for the award of incremental credit are set out in the Department’s Circular 10/2001 for Primary teachers. The criteria for the award of incremental credit to recognised teachers were agreed under the auspices of the Teachers Conciliation Council (TCC).

The position regarding the teacher’s application for incremental credit to whom you refer is that according to the Teaching Council of Ireland’s records the applicant was not a qualified primary trained teacher during the period of service claimed, therefore, the application for incremental credit was refused.

The applicant qualified as a primary teacher and registered with the Teaching Council on 25/08/2020.

The teacher has been awarded incremental credit for other teaching service since the date of registration with the Teaching Council.
