I propose to take Questions Nos. 515 and 516 together.

The National Ambulance Service (NAS) is committed to continued expansion of its frontline workforce in 2026 through a series of planned new developments. As part of this, the HSE has confirmed that full time, permanent contracts are available for all Year Three graduates completing the Paramedic programme with NAS in 2026.

Graduates play a vital role in maintaining workforce capacity by filling vacancies arising from retirements and promotions, as well as supporting the creation of new posts linked to new service development under the National Service Plan. It is essential that NAS can prioritise the placement of these graduates to fill roles in areas with the greatest operational need.

Following constructive engagement with SIPTU and Unite on 10 March 2026, agreement has been reached on revised arrangements for assigning graduate paramedics to permanent posts. Graduate paramedics will be offered permanent appointment by assignment to funded and approved vacancies as close to their home address as possible, while also taking account of service priorities. Where locations are oversubscribed, offers will be made using the original recruitment panel order, and there are more than enough vacant or new funded posts to accommodate all 69 graduates.

While completing their BSc. (Hon) in Paramedic Studies, student paramedics hold a Specified Purpose Contract (SPC). As NAS works to complete the staff transfer process for existing permanent staff and assign graduates to permanent positions, year three graduates have been given a 16 week extension to their SPC to ensure continuity of service and employment.

Plans for 2026 include a further major investment in the National Ambulance Service: an additional 263 whole time equivalents and €20 million in new funding. This will deliver 21 extra crewed ambulances operating at peak demand, four additional Intermediate Care Vehicles, and continued development of the clinical hub and alternative pathways.
