1387. Deputy Emer Currie asked the Minister for Education and Youth for clarity on a matter relating to the Teaching Council (details supplied); and if she will make a statement on the matter. [25296/26]

Under the Teaching Council Acts 2001-2015 the Teaching Council is the body with the statutory authority and responsibility for the regulation of the teaching profession in Ireland including the registration of teachers in the State. The Teaching Council also provides for vetting as part of registration, enabling teachers to meet legal NVB and child protection obligations.

The Teaching Council registers teachers under the Teaching Council Act 2001-2015 and in line with the www.teachingcouncil.ie/assets/uploads/2025/10/SI.2025.0482_TC_Registration_Regulations.pdf. As set out in the Schedule of the Regulations, the Council registers teachers under five routes of registration: Route 1 - Primary, Route 2 - Post-primary, Route 3 - Further Education, Route 4 - Other and Route 5 - Student Teacher. The qualification requirements for each route are set down in the Schedule of the Regulations. As such, my Department has no role in the registration of individual teachers.

As a statutory body, the Teaching Council is mandated by law to properly determine and to authenticate the relevant standards and qualifications of all applicants for registration, including those who have qualified outside of Ireland.

All applications for registration with the Teaching Council are assessed on an individual, case by case basis. As is clearly advised on the Teaching Council website, the registration process for teachers qualified in the Republic of Ireland may take up to 6 weeks from receipt of all application documentation, including vetting documentation, while for overseas qualified teachers this can be up to 12 weeks. in line with the requirements of the EU Directive on the recognition of professional qualifications. Teachers are advised to apply in advance of their planned return to or commencement of teaching. Processing timelines can only begin when all of the required documentation has been submitted, and it is deemed to be a full application.

The legislation stipulates that all applicants must meet the qualification and vetting requirements for registration. Registration can only be finalised once all required qualification and vetting documentation has been submitted and the registration processes have been completed.

The Teaching Council has informed me that the individual referred to by the Deputy submitted an application for registration with the Teaching Council on 9 September 2025. In order to process their application, the Council liaised with the teacher between the 11 September 2025 and 24 March 2026 regarding additional documentation required for the registration process. All required documentation for the vetting process was received on 16 December 2025 and all required qualification documentation required for the registration process was received on 25 March 2026. Their registration was provided on 25 March 2026.

The Teaching Council are independent in their registration function. If the teacher has any further queries in relation to their registration they should contact the Council directly as they are best placed to deal with those queries.
