As Minister of State with responsibility for International and Road Transport, Logistics, Rail and Ports, I wish to clarify that the Department of Transport has no role in the sale of vehicles. Vehicle registration details are supplied to the Department by the Revenue Commissioners, who act as the point of entry to the National Vehicle and Driver File (NVDF). The Department’s role is limited to the recording of vehicle taxation and changes of vehicle ownership.
While it is not possible to provide the Deputy with figures relating specifically to second-hand car sales, information is available in respect of vehicles that have undergone a change of ownership. It should be noted that a change of ownership does not necessarily constitute a sale, as a vehicle may undergo multiple changes of ownership within a single calendar year, for example from a motor dealer to a company, and subsequently from a company to a private individual.
The table below shows the number of private vehicles that have recorded a change of ownership on the NVDF in 2024, 2025 and 2026 (to date) categorised by fuel type.
