Under section 33 of the Policing, Security and Community Safety Act 2024, the Garda Commissioner is responsible for the management and control of the administration and business of An Garda Síochána which includes both detecting and investigating crime. Under section 34 of the Act, the Commissioner is independent in his functions.

For the Deputy's information, a peer review is not a re-opening of an individual case. It is an examination of an investigation to identify if there any potential additional lines of enquiry.

In this regard it should be noted that a peer review can be undertaken in parallel to an ongoing investigation. As such, the peer review process is not directly attributable to any potential subsequent investigations, arrests or prosecutions and the data requested by the Deputy does not exist in the format requested.
