The average time taken from initial application to initial approval under my Department's Capital Assistance Scheme (CAS), since the introduction of Housing for All in 2021, is eight weeks.

The processing time for applications under CAS is impacted by a range of factors. These include, among other things, the size and complexity of developments and the level of engagement required between the Department and relevant local authorities and Approved Housing Bodies (AHBs) vis-a-vis suitability, value for money and other policy requirements. The capacity of AHBs and local authorities to speedily and effectively progress projects in line with public funding requirements is also a significant factor.

My Department introduced a new ‘single approval’ process for all new build social housing projects up to a value of €200m earlier this year. This will support local authorities and AHBs to streamline processes and support delivery of new build social housing developments.
