115. Deputy Brendan Smith asked the Minister for Defence in view of the deterioration in the geopolitical environment, if consideration will be given to the establishment of forward operating bases in areas which are distant from Army barracks and also considering the long land border we have with a neighbouring jurisdiction; and if she will make a statement on the matter. The geopolitical landscape has evolved significantly over the last number of years and has contributed to an open debate and consideration of our defence requirements. This environment requires Ireland to consider our own security and our responsibility towards our like-minded partners more critically than ever. Ireland has a responsibility to invest in the defence of the state and to continue to adapt to this changing environment and to contribute to international peace and security.

The Commission on the Defence Forces undertook a significant body of work, encompassing wide-ranging terms of reference in its report published in 2022. It recommended significant changes for the Defence Forces and Defence provision in Ireland. It covered high level Defence Forces structures, defence capabilities, organisation, culture and human resources, the Reserve Defence Force and funding.

There are a number of Government approved Commission recommendations contained in the report which may impact on the structure of the Defence Forces including that the structure of the Army be reviewed, and in that context, the disposition of Units across the Defence Forces may be considered.

In keeping with the recommendations of the Commission on the Defence Forces, the Defences Forces have established three Force Design teams within the Army, Naval Service and Air Corps and an overarching Strategic Force Design office has also been established to undertake the significant work required to give effect to this recommendation.

No decisions on the future disposition or locations of Defence Forces formations, installations and personnel have been made at this time.

On completion of the force design work by the Defence Forces, the Chief of Staff will submit a report on Force Design to me for review. This is complicated and challenging work which we need to get right to ensure that we design a modern force which is fit for purpose for future generations. An important element of this for me as Minister is that any force design process will include a transitional plan with incremental steps beyond current numbers to the 11,500 force recommended by the Commission on the Defence Forces.

Work on defence provision in Ireland is ongoing and evolving, our capabilities are growing, our personnel numbers are increasing and this Government is committed to increasing our ability to defend our citizens, our sovereignty, our interests and our values now and into the future.
