245. Deputy Mairéad Farrell asked the Minister for Climate, Energy and the Environment the reason his Department belatedly published an appropriate assessment screening report required under the EU Habitats Directive for Conservation of Salmon and Sea trout (Bag Limits) Bye-Law (No. 1023) 2026, when the bye-law itself was surreptitiously published without the screening on 7 April 2026; and if he will make a statement on the matter. The EU Habitats Directive requires that an Appropriate Assessment screening be completed before a measure is adopted but does not prescribe a specific timeframe for the publication of the screening report.

An Appropriate Assessment screening in respect of the Wild Salmon and Sea Trout Tagging Scheme (Amendment) Regulations 2026 and the six related Bye-Laws, including the Conservation of Salmon and Sea Trout (Bag Limits) Bye-Law No. 1023 of 2026 referred to in the Question, was carried out by Inland Fisheries Ireland in February 2026.

The Bye-Law was signed on 2 April and published on the Department's website on 7 April. The associated Appropriate Assessment screening report was published on 20 April 2026.
