686. Deputy Eoin Ó Broin asked the Minister for Housing, Local Government and Heritage if he will provide further information on the shared accommodation scheme pilot for young people in Cork City referenced in Delivering Homes, Building Communities 2025-2030 and in the National Youth Homelessness Strategy 2023-2025, including information on the number of young people supported by the scheme since it began; to detail the wraparound supports being provided to the young people participating in the pilot; and whether an NGO is involved in the management of this scheme. My Department’s role in relation to homelessness involves the provision of a national framework of policy, legislation and funding to underpin the role of local authorities in addressing homelessness at local level. Statutory responsibility in relation to the provision of accommodation and related services for homeless persons rests with individual local authorities.

Delivering Homes, Building Communities and the National Youth Homelessness Strategy 2023–2025 recognises the distinct needs of 18–24 year olds experiencing or at risk of homelessness. Action 24 of the National Youth Homelessness Strategy identifies shared housing as an appropriate option for single young people.

My Department has provided capital funding to Cork City Council to support the development of 38 modular homes, which will provide transitional accommodation to over 70 young adults, experiencing homelessness or at risk of homelessness, who are engaged with Tusla Aftercare services.  This project is due to be operational in Q2 2026.

Young people in this accommodation will be provided with wraparound supports, including mental health, addiction, primary care, educational, therapeutic and life-skills services. These supports will be delivered by a voluntary organisation with extensive experience in youth services. Tenancy management will be provided by an Approved Housing Body and the operational costs of this project will be jointly funded in partnership between Cork City Council, Tusla and the HSE.
