Deputy Ken O'Flynn asked the Minister for Health whether any formal governance framework exists defining the respective responsibilities of the Department of Health and the HSE in circumstances where operational responsibility is delegated to the HSE but safeguarding, audit, patient-safety or oversight concerns arise.
