Deputy Peadar Tóibín asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation the number of bicycle shelters installed across the State by the OPW on behalf of Government Departments, local authorities, and State agencies in each of the past five years; the total expenditure incurred in each year; the average cost per unit; and if he will provide a breakdown by Department, local authority and agency. The Office of Public Works (OPW) manages and maintains a substantial portfolio of State properties and, within that remit, has undertaken a small number of bicycle shelter installations at a number of properties under its direct management during the period in question.

However, the OPW does not hold centralised data in respect of bicycle shelter installations across the State. Each Department, local authority, and agency manages its own estate and associated capital and maintenance expenditure independently, and such information is not compiled or reported centrally to the OPW. Accordingly, a comprehensive State-wide breakdown of the kind sought is not available to this Office.

In relation to installations procured by the OPW, a breakdown by location and year for the period 2022 to date is set out in the table attached.

It is not possible to provide a reliable average cost per unit across the period, as costs vary considerably depending on the type of shelter, number of spaces, site-specific civil works requirements, and prevailing market conditions at the time of procurement. Providing a single average figure would not be a meaningful or accurate reflection of the expenditure involved.

For information specific to other Departments, State bodies, local authorities, or other agencies, the most efficient approach is to contact the relevant body directly.

The bicycle shelters are constructed from galvanised steel with painted finish and clear polycarbonate roof, bolted down to concrete slab with re-instated granite paving.  Each bicycle shelter contains 5 stainless steel bicycle stands which allow parking for 10 bicycles.
