82. Deputy James Geoghegan asked the Minister for Culture, Communications and Sport if An Post, in the past twelve months, has sought approval from him to dispose of any land, buildings or other material assets owned by An Post; and if he will make a statement on the matter. [44552/26]

In accordance with section 8.22 of the Code of Practice for the Governance of State Bodies, all State bodies are required to seek the approval of the relevant Minister and the Minister for Public Expenditure, Infrastructure, Public Sector Reform and Digitalisation in advance of any material acquisition or disposal of land, buildings or other material assets proposed by a State body. My officials engage with An Post in relation to various consent requests and An Post is aware of the requirement for compliance with the Code of Practice. No formal request for consent of a material asset has been received in the last 12 months.

It should be noted that An Post is a commercial State body with a mandate to act commercially and has statutory responsibility for the State’s postal service and the post office network.

The Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation holds one ordinary share in the company and the remainder of the issued share capital is held by the Minister for Culture, Communications and Sport. In that regard, An Post is an aegis body of the Department of Culture, Communications and Sport, which has responsibility for overseeing compliance with the Code of Practice for the Governance of State Bodies. An Post’s Board and Management are responsible for overseeing day to day operational matters and for the delivery on the Company’s commercial mandate in accordance with Government and legislative objectives.
